Trade Policy Review: Nicaragua 2012
“Trade Policy Reviews” analyse the trade policies and practices of each member of the WTO. The reviews consist of three parts: an independent report by the WTO Secretariat a report by the government and the concluding remarks by the Chair of the WTO’s Trade Policy Review Body. The opening section - “key trade facts” - provides a visual overview of the WTO member’s major exports/imports main export destinations origins for its imports and other key data. This edition looks into the trade practices of Nicaragua.

En los "Exámenes de las Políticas Comerciales" se analizan las políticas y prácticas comerciales de cada Miembro de la OMC. Los exámenes constan de tres partes: un informe independiente elaborado por la Secretaría de la OMC un informe elaborado por el Gobierno y las observaciones a modo de conclusión formuladas por el Presidente del Órgano de Examen de las Políticas Comerciales de la OMC. En la sección inicial -"principales datos sobre el comercio"- se ofrece un resumen gráfico de las principales exportaciones/importaciones los principales destinos de exportación los orígenes de las importaciones y otros datos importantes del Miembro de la OMC. En esta edición se examinan las prácticas comerciales de Nicaragua.

Report by the WTO Secretariat
Nicaragua has a relatively open trade and investment regime with an average MFN tariff of 6.2 per cent and limited use of non-tariff measures. It participates actively in the Central American regional integration process and its trade policy is largely determined by its involvement in that process and by its adherence to other international agreements in particular CAFTA-DR. Nicaragua’s trade and investment policy is designed to foster its integration in the world economy using the country’s comparative advantage in products such as coffee and sugar but at the same time also promoting the development of a more solid and chiefly export-oriented industrial base through schemes such as the free zones.
Report by Nicaragua
The main thrust of the efforts made by the Government of National Reconciliation and Unity (GRUN) as set out in the National Human Development Plan is to maintain Nicaragua’s macroeconomic stability so that the country can continue to attract investment and maintain the increase in production and trade that will enable its economy to grow considerably in years to come. These efforts require a predictable stable and ever more equitable multilateral trading system in which trade flows can increase in an environment that is free of unnecessary barriers particularly non-tariff barriers and the Nicaraguan people can attain greater well-being. Nicaragua is of the view that trade among nations is a key tool in sustainable development.

The Trade Policy Review Mechanism (TPRM) was first established on a trial basis by the GATT CONTRACTING PARTIES in April 1989. The Mechanism became a permanent feature of the World Trade Organization under the Marrakesh Agreement which established the WTO in January 1995.

This third Trade Policy Review of Nicaragua has improved our understanding of the trade and investment policies and practices of Nicaragua of how they have evolved since the previous Review in 2006 and of their outlook. Areas have been highlighted where significant progress has been made as well as those where there is room for improvement. We are grateful for the active participation of the Nicaraguan delegation led by H.E. Mr Orlando Solórzano Minister of Development Industry and Trade. We also thank Ambassador Carlos Robelo Raffone Permanent Representative of Nicaragua to the WTO and the other members of the Nicaraguan delegation. Our discussions have been equally enriched by the insightful comments of the discussant Ambassador Mario Matus and by the numerous statements of Members. The timely and detailed answers provided by the Nicaraguan authorities to the questions submitted in advance were appreciated by Members.

Le 9 juin 2020 l’Organe d’appel a remis ses rapports dans les procédures engagées par le Honduras et la République dominicaine dans l’affaire “Australie — Certaines mesures concernant les marques de fabrique ou de commerce les indications géographiques et autres prescriptions en matière d’emballage neutre applicables aux produits du tabac et à leur emballage” (DS435 et DS441).

On 9 June 2020 the Appellate Body issued its reports in the cases brought by Honduras and the Dominican Republic in “Australia — Certain Measures Concerning Trademarks Geographical Indications and Other Plain Packaging Requirements Applicable to Tobacco Products and Packaging” (DS435 and DS441).
