Appellate Body
The Appellate Body had a busy year in 2016, with eight panel reports appealed and six Appellate Body reports circulated. In addition, an arbitration concerning the reasonable period of time for implementation of Dispute Settlement Body (DSB) recommendations and rulings was carried out in 2016. The DSB appointed two new Appellate Body members, Hong Zhao of China and Hyun Chong Kim of Korea. As of the end of 2016, the Appellate Body had circulated 144 reports.
WTO activities
The Ministerial Conference of the WTO, composed of representatives of all the Members, is the highest decision-making body of the organization, and is required to meet at least once every two years. Ministerial Conferences review ongoing work, provide political guidance and direction to that work, and set the agenda for further work as necessary.
Causas y efectos de los ACP: ¿se trata sólo de preferencias?
Numerosas obras de ciencias económicas y políticas versan sobre las causas y los efectos de los ACP, y, en particular, la forma en que las medidas en frontera, como los aranceles, afectan a las corrientes comerciales entre los países pertenecientes o no a esos acuerdos. Esas publicaciones, que tratan de lo que se suele denominar el “análisis clásico de los ACP”, se examinan a fondo en las secciones C.1 y C.2. Sin embargo, muchos acuerdos regionales concertados recientemente han ido más allá de las medidas en frontera e incluyen formas más profundas de normas e instituciones que solo pueden entenderse en parte mediante el análisis clásico del comercio preferencial. En la sección C.3 se examinan los motivos económicos – y las cuestiones fundamentales – que hay detrás de esos acuerdos de integración más profundos.
Preface
The Trade Policy Review Mechanism (TPRM) was first established on a trial basis by the GATT CONTRACTING PARTIES in April 1989. The Mechanism became a permanent feature of the World Trade Organization under the Marrakesh Agreement which established the WTO in January 1995.

This third Trade Policy Review of Papua New Guinea has offered us a good opportunity to deepen our understanding of recent developments in, and challenges to, its trade, economic, and investment policies. Our discussion has benefited from the active participation of the PNG delegation, led by Ambassador Joshua Kalinoe, as well as from the contribution of our discussant, Ambassador Martins Kreitus, Permanent Representative of Latvia to the WTO. I would also like to thank the 21 delegations that took the floor for their interventions.
