Preface
The Trade Policy Review Mechanism (TPRM) was first established on a trial basis by the GATT CONTRACTING PARTIES in April 1989. The Mechanism became a permanent feature of the World Trade Organization under the Marrakesh Agreement which established the WTO in January 1995.
How do we prepare for the technology-induced reshaping of trade?
This section examines how international trade cooperation can help governments all over the world harness digital technologies and seize the new trading opportunities they will create for firms both large and small. Section D.1 summarizes the main opportunities and challenges that arise with the expansion of digital trade. Section D.2 provides examples of the policies that governments put in place to exploit these opportunities and to address these challenges. Section D.3 then considers whether and how international cooperation can help governments exploit the gains from digital trade, cope with the challenges and at the same time achieve their public policy objectives, now and in the future.

Spotlight: Nairobi Ministerial Conference
The WTO’s Tenth Ministerial Conference, held in Nairobi from 15 to 19 December 2015, adopted a range of decisions on agriculture, cotton and issues related to least-developed countries. The decisions include a commitment to abolish export subsidies for farm exports, which Director-General Roberto Azevêdo hailed as the “most significant outcome on agriculture” in the organization’s 20-year history. In their Nairobi Declaration, ministers acknowledged that WTO members “have different views” on how to address the future of the Doha Round negotiations. The Conference also approved the accessions of Liberia and Afghanistan. A landmark information technology deal was concluded.
Cooperation with academic institutions
The WTO Chairs Programme (WCP) launched a new book on reducing trade costs and inclusive growth at the WCP Annual Conference in November. The WCP’s Advisory Board reviewed the achievements of the programme, which aims to support trade-related activities by universities in developing countries, and discussed how to ensure its sustainability. In 2016, 12 activities were implemented under the Academic Support Programme (ASP).
Trade and environment
The Committee on Trade and Environment (CTE) continued its discussion of a broad range of environmental issues and policy developments, including environmental footprint and labelling initiatives, illegal logging, fisheries and environmental goods initiatives. The Committee was also briefed by international organizations on a number of international environmental initiatives and activities.
World trade developments in 2005
After reaching a three-decade peak in 2004, global economic growth decelerated in 2005 mainly due to weaker economic activity in Europe, the United States and a number of emerging markets (e.g. the Republic of Korea, Chinese Taipei and Brazil). While Japan’s economic recovery strengthened, its GDP growth was still a moderate 2.6 per cent. Lower economic growth of developed economies contrasted with robust growth in 2005 for Africa, the Middle East and the Commonwealth of Independent States, which was in excess of 5 per cent. In developing Asia, China and India, the most populous economies reported another year of exceptional growth rates ranging from 8per cent to 10 per cent. In South and Central America, lower GDP growth in Brazil contrasted with strong growth, of 6.5 per cent, for the other countries in the region.
