Composición, definiciones y metodología
El término “países” se utiliza con frecuencia para hacer referencia a los Miembros de la OMC, a pesar de que algunos Miembros no son países en el sentido usual del término, sino que se trata oficialmente de “territorios aduaneros”. La definición de grupos geográficos y de otro tipo empleada en el presente informe no implica la expresión de opinión alguna por parte de la Secretaría sobre la condición jurídica de ningún país o territorio, sobre la delimitación de sus fronteras ni sobre los derechos y obligaciones de ningún Miembro de la OMC respecto de los Acuerdos de la OMC. This third Trade Policy Review of Nicaragua has improved our understanding of the trade and investment policies and practices of Nicaragua, of how they have evolved since the previous Review in 2006 and of their outlook. Areas have been highlighted where significant progress has been made, as well as those where there is room for improvement. We are grateful for the active participation of the Nicaraguan delegation, led by H.E. Mr Orlando Solórzano, Minister of Development, Industry and Trade. We also thank Ambassador Carlos Robelo Raffone, Permanent Representative of Nicaragua to the WTO, and the other members of the Nicaraguan delegation. Our discussions have been equally enriched by the insightful comments of the discussant, Ambassador Mario Matus, and by the numerous statements of Members. The timely and detailed answers provided by the Nicaraguan authorities to the questions submitted in advance were appreciated by Members.
Órgano de Apelación
En 2011 se presentaron ante el Órgano de Apelación nueve apelaciones de informes de grupos especiales —un aumento con respecto a las tres de 2010-, de un total de 11 informes para los cuales expiró el plazo de 60 días para la adopción o apelación a lo largo del año. Las nueve apelaciones se referían a procedimientos de grupos especiales iniciales. No se formuló ninguna apelación relativa al cumplimiento de resoluciones y recomendaciones anteriores. En diciembre se nombró a dos nuevos Miembros del Órgano de Apelación.
Report by the WTO Secretariat
Uruguay has an open trade and investment regime, with few border restrictions and limited use of non-tariff measures. Its trade strategy consists essentially of continuing to liberalize trade and investment both at the multilateral and regional levels. As a small and open economy, Uruguay depends on markets that are free of trade restrictions and distortions, particularly in the agricultural sector which accounts for the bulk of its exports. In the investment area, Uruguay is actively seeking to improve its business environment in order to continue attracting foreign direct investment as a means of supporting economic growth and employment and promoting technology transfer.
Understanding the WTO
There are a number of ways of looking at the World Trade Organization. It is an organization for trade opening. It is a forum for governments to negotiate trade agreements. It is a place for them to settle trade disputes. It operates a system of trade rules. It helps developing countries build their trade capacity. Essentially, the WTO is a place where member governments try to sort out the trade problems they face with each other.
How the WTO is structured
The WTO’s top-level decision-making body is the Ministerial Conference, which usually meets every two years.

El Programa de Cátedras OMC presentó una nueva publicación sobre la reducción de los costos del comercio y el crecimiento inclusivo en la Conferencia Anual del Programa de Cátedras OMC celebrada en noviembre. La Junta Consultiva del Programa de Cátedras OMC analizó los logros del programa, que tiene por objeto apoyar las actividades relacionadas con el comercio que realizan universidades en los países en desarrollo, y examinó la forma de velar por su sostenibilidad. En 2016, se llevaron a cabo en el marco del Programa de Apoyo Académico 12 actividades.

Enhanced Integrated Framework
The Enhanced Integrated Framework (EIF) for trade-related assistance to least-developed countries (LDC s), which became effectively operational in 2009, made significant progress in 2010 in relation to project delivery, outreach and institution building. By the end of the year the EI F was working with 46 LDC s and one ‘graduated’ country, and the 22 current donors to the multi-donor trust fund had contributed US$ 120 million.

Subsidies and the WTO
We have discussed the economic arguments for and against different kinds of subsidization earlier in the Report. Economic analysis tells us that market failures of various kinds can sometimes be addressed efficiently with subsidies. It also tells us that subsidies can distort trade flows if they give an artificial competitive advantage to exporters or import-competing industries. Whether a subsidy is viewed as a desirable intervention for correcting a market failure or as an undesirable trade distortion depends sometimes upon who is making the judgement. But economic analysis ought to be able to help, both in determining the desirability of an intervention from a welfare perspective, and in assessing the merits of alternative forms of intervention. Governments may, however, decide to grant certain kinds of subsidies that have little to do with efficiency considerations, and in such cases economic analysis based on a simple welfare analysis may be of limited use. Also in these cases, the analysis is probably most helpful in ensuring that policy-makers are aware of the costs of pursuing particular objectives and of alternative, lesser-cost ways of doing so. We also know that judgements about what to subsidize, by how much and for how long are complex technical questions on which governments frequently lack adequate information.
Introducción
La globalización está transformando el desarrollo. Como se examina en la presente sección, por su alcance y rapidez, la expansión reciente del mundo en desarrollo carece de precedentes, deja en segundo plano el ascenso de los países que iniciaron su industrialización tras la segunda guerra mundial y hace parecer raquítico el anterior crecimiento de Europa y América del Norte a finales del siglo XIX. Son muchas las razones por las que el mundo en desarrollo ha logrado su despegue económico. Una de las más importantes es su integración en la economía mundial y, como resultado, el nuevo acceso a los mercados, la tecnología y las inversiones. Este auge del mundo en desarrollo, una de las cuatro tendencias recientes analizadas aquí, ofrece nuevas oportunidades de desarrollo, pero también plantea problemas nuevos, como ocurre asimismo en el caso de las otras tres tendencias, a saber, la expansión de las cadenas de producción, el aumento de los precios de los productos básicos y la creciente interdependencia económica.
Composition of geographical and economic groupings
WTO members are frequently referred to as “countries”, although some members are not countries in the usual sense of the word but are officially “customs territories”. The definition of geographical and other groupings in this report does not imply an expression of opinion by the Secretariat concerning the status of any country or territory, the delimitation of its frontiers, nor the rights and obligations of any WTO member in respect of WTO agreements. The colours, boundaries, denominations, and classifications in the maps of this publication do not imply, on the part of the WTO, any judgement on the legal or other status of any territory, or any endorsement or acceptance of any boundary.
Commerce et développement
Le Comité du commerce et du développement de l’OMC a continué à travailler principalement sur le lien entre le commerce et le développement. Il a examiné la mise en oeuvre des dispositions relatives au traitement spécial et différencié pour les pays en développement qui figurent dans les Accords et décisions de l’OMC, ainsi que la participation des économies en développement au commerce mondial. Le Comité a aussi continué à mettre en oeuvre le Programme de travail sur le commerce électronique. Parmi les questions clés examinées par le Sous-Comité des pays les moins avancés (PMA) figuraient les activités de renforcement des capacités, l’accès aux marchés pour les PMA et l’assistance technique.
Coopération avec les établissements universitaires
L’OMC a lancé un appel à candidatures pour la phase suivante de son Programme de chaires, qui commencera au début de 2014. La conférence annuelle du Programme a eu lieu et les chaires ont pris part à l’Examen global de l’Aide pour le commerce. En 2013, la coopération de l’OMC avec les établissements d’enseignement supérieur a porté sur la consolidation des projets mis en oeuvre par les universités participant au Programme de chaires. Vingt-neuf activités ont été menées en 2013 dans le but d’aider les établissements universitaires à mettre en oeuvre certains projets et initiatives.
