The crisis, policy reactions and attitudes to globalization and jobs
This chapter considers the effects of the financial crisis and subsequent recession on world labour markets. It begins by cataloguing the adverse effects on output of the sudden collapse in demand brought about by the financial crisis in what has come to be called the Great Recession. Next we look at the labour market and how employment and unemployment have been impacted and document the very different responses by country. We then move on to look at attitudinal indicators of the impact of the rising levels of joblessness that we observe across most OECD countries. We examine data on well-being and on attitudes to employment. We also examine a number of questions about the impact of globalization that respondents across many European countries were asked in 2008 and 2010. Finally, we examine the policy responses of governments, and consider what lessons might be learned from the marked differences in labour market outcomes following the recession.
Conclusions
Composition, definitions & methodology
The data for this report come from a variety of sources. How they are compiled and presented is explained in this chapter.
Cooperation with other international organizations
In 2016, the WTO cooperated with other intergovernmental organizations on many trade-related issues. Director-General Roberto Azevêdo participated in events organized by the United Nations, the World Bank and the International Monetary Fund and attended the G20 summit in Hangzhou, China. The WTO continued to publish reports on G20 trade and investment measures, together with UNCTAD and the Organisation for Economic Co-operation and Development (OECD).

Selected medium-term developments
International trade in fuels and pharmaceuticals has expanded at above-average rates in recent years, affecting the structure of global merchandise trade flows. These developments are examined here.
Comprendre l’OMC
Report by Paraguay
The economic context over the last five years has been more propitious for Paraguay than during the previous five year period. Developments not only within the country but also regionally and at the world level spurred the recovery of its economy at a much faster pace than initially foreseen. This was particularly true in 2010, when excellent performance in agricultural production went hand in hand with sound macroeconomic fundamentals, favourable external financing conditions and strong export earnings, particularly from soya beans and beef.
