20 Years of the WTO: A retrospective provides an overview of the first two decades of the arbiter of the multilateral trading system. The WTO is run by its member governments, with decisions taken by consensus among all members. The Ministerial Conference is the top level of decisionmaking in the WTO. It typically meets every two years and brings together all members of the WTO. The most important decision-making body outside of the Ministerial Conference is the General Council, which meets regularly in Geneva to carry out the functions of the WTO.
