International export regulations and controls
Navigating the global framework beyond WTO rules
Measures such as prohibitions, export licences and restrictions assist in risk management and the regulation of trade in controlled and sensitive goods. They are established pursuant to international agreements and conventions on protecting people and the environment, on controlling drugs and harmful substances, and on contributing to international peace and weapons controls. This publication explores how particular international agreements and conventions operate in practice and how they link to the multilateral trading system. Prepared or reviewed by the secretariats and implementing bodies of the relevant international agreements and conventions, the chapters delve into the export-related controls covered by these legal instruments and how these restrictions tie in with WTO agreements. The agreements and conventions included in this publication were selected on the basis of three criteria: the presence of provisions in the agreement or convention that seek to regulate exports; the extent to which WTO members are party to those provisions; and how often members refer to them in their notifications submitted to the WTO Secretariat. The aim of the publication is to provide a better understanding of how international agreements and conventions regulate the export of high-risk and controlled goods and how these regulations co-exist with WTO rules.

L’OMC a publié son Rapport annuel 2024, qui présente un compte rendu complet des activités de l’Organisation en 2023 et au début de 2024. Le Rapport présente les faits marquants de l’année écoulée, parmi lesquels la treizième Conférence ministérielle, et décrit les travaux réalisés par l’OMC pour faire face aux défis du commerce mondial et exploiter les possibilités offertes par ce dernier.

La OMC ha publicado su informe anual 2024, en el que se da cuenta exhaustiva de las actividades de la Organización en 2023 y en la primera parte de 2024. El informe repasa los principales acontecimientos del pasado año, como la Decimotercera Conferencia Ministerial, y describe la labor de la OMC para hacer frente a los retos a los que se enfrenta el comercio mundial y aprovechar sus oportunidades.

Le Rapport Annuel 2023 couvre les activités menées par l’OMC en 2022 et au début de 2023. Le rapport débute par un message de la Directrice générale Ngozi Okonjo-Iweala dans lequel elle livre ses réflexions sur les enjeux actuels du commerce mondial et le rôle joué par l’OMC pour aider le monde à y faire face.

WTO Ministerial Conferences: Key Outcomes contains all the key outcomes from WTO Ministerial Conferences since the organization was established in 1995. Covering twelve Ministerial Conferences held between 1996 and 2022, the key outcomes include Ministerial Decisions and Declarations as well as Chairpersons’ statements. This publication also reproduces relevant Ministerial outcomes of the Uruguay Round adopted in connection with the establishment of the WTO. This publication complements The WTO Agreements, published by Cambridge University Press and the WTO, which contains the Marrakesh Agreement Establishing the WTO and its Annexes.

La présente publication contient le texte de l’Accord fondateur de l’OMC, l’Accord de Marrakech de 1994 instituant l’Organisation mondiale du commerce, ainsi que ses annexes, y compris tous les amendements et ajouts depuis son entrée en vigueur jusqu’en septembre 2025 inclus. Ceux-ci comprennent un amendement à l’Accord sur les aspects des droits de propriété intellectuelle qui touchent au commerce (Accord sur les ADPIC), qui est entré en vigueur en janvier 2017. D’autres amendements ou ajouts comprennent l’Accord sur la facilitation des échanges, entré en vigueur en février 2017, un amendement du Mécanisme d’examen des politiques commerciales de juillet 2017, et l’Accord sur les marchés publics (AMP) amendé, qui est entré en vigueur en avril 2014. L’AMP amendé a remplacé l’AMP de 1994 en ce qui concerne toutes les parties à ce dernier Accord à compter de janvier 2021. La présente publication comprend également l’Accord sur les subventions à la pêche, qui est entré en vigueur en septembre 2025.
The WTO Agreements
Third edition
This publication contains the text of the WTO’s founding agreement, the 1994 Marrakesh Agreement Establishing the World Trade Organization, and its Annexes, including all amendments and additions since its entry into force up to and including September 2025. These include an amendment to the Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS Agreement), which entered into force in January 2017. Other amendments or additions include the Trade Facilitation Agreement (TFA), which entered into force in February 2017, an amendment to the Trade Policy Review Mechanism in July 2017, and the amended Government Procurement Agreement (GPA), which entered into force in April 2014. The amended GPA replaced the 1994 GPA for all of the parties to the latter Agreement as of January 2021. This publication also includes the Agreement on Fisheries Subsidies, which entered into force in September 2025.

La presente publicación contiene el texto del Acuerdo fundacional de la OMC, el Acuerdo de Marrakech por el que se establece la Organización Mundial del Comercio, de 1994, y sus Anexos, con inclusión de todas las enmiendas y adiciones desde su entrada en vigor hasta septiembre de 2025. Entre ellas figuran una enmienda del Acuerdo sobre los Aspectos de los Derechos de Propiedad Intelectual relacionados con el Comercio (Acuerdo sobre los ADPIC), que entró en vigor en enero de 2017. Otras enmiendas y adiciones son el Acuerdo sobre Facilitación del Comercio (AFC), que entró en vigor en febrero de 2017; una enmienda del Mecanismo de Examen de las Políticas Comerciales adoptada en julio de 2017; y una enmienda al Acuerdo sobre Contratación Pública (ACP), que entró en vigor en abril de 2014. El ACP enmendado sustituyó al ACP de 1994 en relación con todas las Partes en este último Acuerdo a partir de enero de 2021. La presente publicación incluye también el Acuerdo sobre Subvenciones a la Pesca, que entró en vigor en septiembre de 2025.
