Appellate Body
The Appellate Body circulated reports in two disputes during 2013, both involving Canadian measures in the renewable energy sector. Canada had appealed the findings of the panel reports in both cases earlier in the year. One arbitration proceeding concerning the reasonable period of time for implementation of Dispute Settlement Body recommendations and rulings was carried out in 2013. Two members of the Appellate Body, Ricardo Ramírez-Hernández and Peter Van den Bossche, completed their first terms and were reappointed. David Unterhalter completed his second and final term. A new member of the Appellate Body will be appointed in 2014.
Cooperation with academic institutions
The WTO called for tenders for the next phase of the WTO Chairs Programme which will begin in 2014. The programme’s annual conference was held and Chairs took part in the Global Review of the Aid for Trade initiative. The WTO’s cooperation with academic institutions in 2013 focused on consolidating projects implemented by universities participating in the Chairs Programme. Twenty-nine activities were carried out during 2013, with the aim of helping academic institutions implement specific projects and initiatives.
Regional trade agreements
In 2013, the WTO received 35 new notifications of regional trade agreements (RTAs), down from 37 in 2012. The notifications involved 22 RTAs. Three of these were between developed partners, with another nine involving developed and developing partners. The remaining ten were between developing country partners. The Americas was the region with the highest number of notifications – 12 – followed by Europe with seven.
Conseil général
En 2014, le Conseil général a supervisé la mise en oeuvre des décisions prises à la Conférence ministérielle de Bali en décembre 2013. Les travaux ont abouti à une impasse en juillet en raison de désaccords sur le délai de mise en oeuvre de deux des décisions. La situation s’est débloquée en novembre, lorsque le Conseil général a adopté des décisions sur la facilitation des échanges, la détention de stocks publics à des fins de sécurité alimentaire et les travaux de l’après-Bali. En décembre, le Conseil général a approuvé l’ensemble de textes relatifs à l’accession des Seychelles et décidé que la dixième Conférence ministérielle aurait lieu à Nairobi, Kenya, du 15 au 18 décembre 2015.
Outreach
Hosted at the request of the private sector, the International Chamber of Commerce (ICC) and B20 Argentina, the business arm of the G20, the one-day meeting drew participants from small and large enterprises, from developed, developing and least-developed countries and a variety of sectors.
Comercio, deuda y finanzas
El Director General Roberto Azevêdo insistió en la necesidad de abordar los persistentes déficits de financiación del comercio para las pequeñas empresas en los países en desarrollo y se reunió con los responsables de las instituciones asociadas para examinar la manera de hacer frente al problema. En una nueva publicación de la OMC se analiza de qué forma se pueden abordar esos déficits de financiación. El Grupo de Expertos sobre Financiación del Comercio siguió evaluando las deficiencias de los mercados de financiación del comercio, especialmente en los países más pobres.
Trade monitoring reports
Countries generally resisted domestic pressures to erect trade barriers during 2012, although some of them put in place new trade-restrictive measures. Economic uncertainties and high levels of unemployment continued to feed domestic protectionist pressures. The global economy encountered increasingly strong headwinds during 2012 that hampered world trade and output growth. The WTO Secretariat revised downward its forecast for world trade growth in 2012 to 2.5 per cent from its forecast of 3.7 per cent early in the year.
Cooperación técnica y formación
El Instituto de Formación y Cooperación Técnica (IFCT) mejoró el contenido y la calidad de los programas de asistencia técnica de la OMC y consolidó aspectos esenciales al reforzar, por ejemplo, la gestión basada en los resultados y aplicar una estrategia de aprendizaje progresivo. En 2013, la OMC llevó a cabo 281 actividades de asistencia técnica. Aunque esa cifra fue inferior a la de 2012, el número de participantes fue mayor, debido al uso creciente de medios de aprendizaje electrónico y la mayor atención prestada a los países menos adelantados (PMA) y de África.
Enhanced Integrated Framework
The Enhanced Integrated Framework (EIF) continued to play a key part in 2011 in helping some of the poorest countries integrate into the global trading system. Since it became operational in 2009, 40 countries have benefited from EIF support to build stronger trade institutions. The EIF is supported by 23 donors, with pledges totalling US$ 235 million and contributions totalling approximately US$ 155 million as of 31 December 2011.
Bref historique
L’OMC a vu le jour le 1er janvier 1995, mais le système commercial a 50 ans de plus qu’elle. En effet, il était régi depuis 1948 par l’Accord général sur les tarifs douaniers et le commerce (GATT), qui portait essentiellement sur le commerce des marchandises, alors que l’OMC et ses Accords couvrent aussi le commerce des services et celui des inventions, des créations et des dessins et modèles (propriété intellectuelle).
Une composition mondiale
Le Libéria a accédé à l’OMC le 14 juillet 2016, suivi par l’Afghanistan le 29 juillet 2016.
Contacts avec les medias
Le nombre de points presse tenus à Genève a augmenté en 2014 par rapport à l’année précédente, ce qui témoigne de l’intérêt soutenu des médias pour les efforts faits par les Membres de l’OMC en vue de la mise en oeuvre des décisions de la Conférence ministérielle de Bali de 2013, notamment dans le domaine de la facilitation des échanges. Le nombre de journalistes inscrits pour utiliser la « salle de presse » sur le site Web de l’OMC a augmenté de 6 % pour atteindre 2 347. L’OMC a en outre organisé un certain nombre d’activités de formation à l’intention des journalistes.
Contactos con la comunidad empresarial
En 2013, la OMC emprendió diversas iniciativas para reforzar las relaciones de la Organización con las empresas, como pueden ser la puesta en marcha de una página dedicada a la comunidad empresarial en el sitio Web de la OMC. El Foro Público 2013, cuyo tema fue “La Expansión del Comercio a través de la Innovación y la Economía Digital”, atrajo un interés considerable entre las empresas. La OMC copatrocinó el primer seminario regional específico destinado al sector privado en la región árabe. La comunidad empresarial contó con una nutrida representación en Bali con ocasión de la Novena Conferencia Ministerial de la OMC.
Message from Director-General Roberto Azêvedo
Surely few years in the history of the WTO can have been as memorable as 2015. Not only did we mark the organization’s 20 year anniversary, we also ended the year with the successful conclusion of our Tenth Ministerial Conference in Nairobi, where a number of historic agreements were reached.
Introduction
The overall objective of the WTO is to help its members use trade as a means to raise living standards, create jobs and improve people’s lives. The WTO operates the global system of trade rules and helps developing countries build their trade capacity. It also provides a forum for its members to negotiate trade agreements and to resolve the trade problems they face with each other.
