Introduction
L’objectif général de l’OMC est d’aider ses membres à mettre le commerce au service du relèvement des niveaux de vie, de la création d’emplois et de l’amélioration des conditions de vie des populations. L’OMC administre le système mondial de règles commerciales et aide les pays en développement à renforcer leur capacité commerciale. C’est aussi une enceinte permettant à ses membres de négocier des accords commerciaux et de régler les problèmes commerciaux qui les opposent.
Secrétariat et budget
Le Secrétariat de l’OMC emploie plus de 600 personnes au bénéfice d’un contrat régulier qui coordonnent les activités de l’OMC. Le budget annuel de l’OMC est financé pour l’essentiel par les contributions des Membres.
Activité en matière de règlement des différends en 2020
Les Membres de l’OMC peuvent soumettre des différends lorsqu’ils considèrent qu’il est porté atteinte à leurs droits au titre des accords commerciaux. Le règlement des différends relève de la compétence de l’Organe de règlement des différends.
Actividad en la esfera de la solución de diferencias en 2020
Los Miembros de la OMC plantean diferencias ante la Organización si consideran que se están infringiendo los derechos que les corresponden en virtud de los acuerdos comerciales. Se encarga de resolver las diferencias el Órgano de Solución de Diferencias.
Negociaciones y deliberaciones comerciales
Para cambiar las normas que rigen el comercio es necesario el acuerdo de los Miembros de la OMC, que deben llegar a un consenso mediante negociaciones.

La Organización Mundial del Comercio puede verse desde distintas perspectivas: es una Organización para la apertura del comercio, un foro donde los Gobiernos pueden negociar acuerdos sobre comercio y un marco en el que los países pueden resolver sus diferencias comerciales. Además, administra el sistema mundial de normas comerciales y ayuda a los países en desarrollo a crear capacidad comercial. Fundamentalmente, la OMC es un lugar al que los Gobiernos Miembros acuden para tratar de resolver los problemas comerciales que tienen unos con otros.
Soutien au développement et renforcement des capacités commerciales
L’OMC s’efforce d’aider les pays en développement à renforcer leurs capacités commerciales et leur accorde des délais plus longs pour mettre en oeuvre les accords commerciaux. Des centaines de cours de formation sont organisés chaque année à l’intention des fonctionnaires de ces pays.
Apoyo al desarrollo y creación de capacidad comercial
Uno de los objetivos de la OMC es contribuir a la creación de capacidad comercial en los países en desarrollo, a los que concede un plazo más largo para aplicar los acuerdos comerciales. Cada año se organizan cientos de cursos de formación para funcionarios de países en desarrollo.

El proceso de selección del nuevo Director General, iniciado en mayo de 2020, concluyó en febrero de 2021 con el nombramiento de la Dra. Ngozi Okonjo-Iweala, la primera mujer y la primera persona africana en ocupar el puesto.

Report by Qatar
Since its last Trade Policy Review, Qatar has had to deal with a continuously evolving economic and political landscape, both at the global and the regional level. Some of these new trends reflect a shift in market fundamentals, including regulatory changes, whilst others are more specific to particular situations that, in some cases, are still unfolding. In response to this, Qatar, under the leadership of H.H. the Amir Sheikh Tamim bin Hamad Al Thani, continued to develop its foreign economic policy, including a realignment of its trade policy framework to the emerging realities on the ground. This included expanding Qatar’s export and import markets, establishing new shipping routes, developing domestic markets, implementing further trade facilitation measures, supporting and promoting foreign investment into the country, opening trade offices in the capital cities of key trading partners and continuing to complement the multilateral trading system through regional and bilateral cooperation agreements, amongst other initiatives. In this sense, the various situations faced by Qatar since 2014 (described in p. 96) led to the development its policy toolkit in order to meet its strategic development goals as well as its global commitments.

The Kingdom of Tonga became a member of the WTO on 27 July 2007. This is the country’s second Trade Policy Review (TPR), following its first in 2014. Tonga is a firm supporter of the rules-based multilateral trading system, which is of particular importance to very small economies that lack the administrative capacity to negotiate and maintain bilateral relationships with all of their trading partners. The Government of Tonga does not have a permanent representative in Geneva, and is represented in WTO matters by the Permanent Delegation of the Pacific Islands Forum (PIF) in Geneva, and by Tonga’s High Commission in London.

Geographically located in the middle of the continent and being landlocked, the Kyrgyz Republic has no choice but to rely on overland trade routes without obstacles or barriers.

Indonesia is predicted to enter new phase in its economic development, benefiting from demographic dividends contributed by the significant size of its labour force. According to 2018 census data, around 68% of Indonesia’s total population (179.13 million people) is in the productive age (15-64 years old). And to ensure that this demographic bonus works towards Indonesia’s favour, the Government strives to provide Indonesia’s human capital resources with good quality education and training.
