Observaciones del Director General
Al acercarse el último trimestre de 2011, el mundo vuelve a estar sumido en la inestabilidad financiera. Las señales positivas de crecimiento observadas durante la primera parte del año se han visto ensombrecidas por la crisis de la deuda soberana y las consiguientes turbulencias cambiarias, que nos han llevado al borde de una nueva crisis. El crecimiento del comercio se ha ralentizado en los últimos meses de 2011. En momentos como éste es de suma importancia evitar responder a las dificultades internas con medidas proteccionistas y hacer todo lo posible para mantener la apertura del comercio y por lograr que el comercio se practique de la manera más fluida, previsible y libre posible.
World trade developments
A strengthening of world economic output in 1999 reversed the slowdown of world trade in the first half of 1999 and led to a dynamic expansion of trade in the second half. For the year as a whole, the real growth of world trade remained unchanged from the preceding year and was below the average trade expansion recorded throughout the 1990s. Although trade growth continued to exceed both the growth in world commodity output and world GDP, the excess margin between the growth rates remained smaller in 1999 than those observed during the 1990–1997 period.

La OMC celebró su vigésimo aniversario en 2015 con una serie de eventos (presentaciones de libros, exposiciones y otras actividades especiales) destinados a recordar a los Miembros de la OMC y al público en general los logros de la Organización en los dos últimos decenios.
Trade Policy Reviews
In 2014, the Trade Policy Review Body (TPRB) reviewed the trade policies and practices of 21 WTO members in 13 meetings. In all, the TPRB had carried out 405 reviews by the end of 2014, involving 149 WTO members.

Contact with the media
The WTO organized 49 press events, including press conferences and briefings, in 2016 and expanded its worldwide outreach to journalists. In addition, journalists were invited to seminars, book launches and the Public Forum, the WTO’s flagship outreach event. Six training activities were held for journalists, both in Geneva and elsewhere.
Órgano de Apelación
2014 fue un año de intensa actividad para el Órgano de Apelación, al serle presentadas siete apelaciones y al haber emitido informes con respecto a cinco de ellas. El Órgano de Solución de Diferencias (OSD) nombró al séptimo Miembro del Órgano de Apelación, Shree Baboo Chekitan Servansing (Mauricio), para un mandato de cuatro años.

This fourth Trade Policy Review of the Philippines has provided us with an excellent opportunity to improve our understanding of the Philippines’ trade and trade-related policies and practices and how they have evolved since the previous review in 2005. We are grateful for the active participation of the Filipino delegation headed by H.E. Mr. Adrian Cristobal Jr., Undersecretary of Trade and Industry. I would also like to thank the discussant, Mr. Martin Glass of Hong Kong-China, and Members of the TPRB for contributing to our fruitful exchange of views. At the outset, I note the very comprehensive comments that have been made by Undersecretary Cristobal on a number of themes.
Commerce des marchandises
En 2016, le Conseil du commerce des marchandises a examiné de nombreuses préoccupations commerciales, dont dix nouvelles préoccupations, ce qui montre qu’il sert de plus en plus de cadre à l’expression de préoccupations concernant des mesures, des politiques et des pratiques jugées potentiellement discriminatoires ou restrictives pour le commerce. La Chine et le Pakistan ont présenté une proposition visant à faire avancer le programme de travail de l’OMC sur le commerce électronique. Le Conseil a également examiné plusieurs demandes de dérogation.

I should like to sincerely thank Minister Nadir and his team for their constructive engagement in this second Trade Policy Review of Guyana. The discussions on Wednesday and today have been most informative and interesting. We now have a much better understanding of Guyana’s trade policies and practices, its future priorities and key economic challenges. I should also like to thank the Discussant, Ambassador Norman Harris, for his perceptive observations and reflections and Members of the TPRB for their valuable contributions during these two days.
Cooperación técnica y formación
En 2010 el IFCT siguió aplicando medidas pensadas para mejorar el contenido y la ejecución de los programas de asistencia técnica y formación de la OMC, reforzar su capacidad para relacionarse con los beneficiarios de todas las regiones y potenciar su función de coordinador de las actividades de creación de capacidad comercial en su ámbito de competencia y responsabilidad. La misión del IFCT es ayudar a los Miembros de la OMC a comprender mejor sus derechos y obligaciones en el marco del sistema multilateral de comercio y fortalecer la capacidad institucional de los países para hacer frente a los desafíos que esto conlleva.
Partial equilibrium trade policy analysis with structural gravity
Despite solid theoretical foundations and remarkable empirical success, the empirical gravity equation is still often applied a-theoretically and without account for important estimation challenges that may lead to biased and even inconsistent gravity estimates. The objective of this chapter is to serve as a practical guide for estimating the effects of trade policies (and other determinants of bilateral trade) with the structural gravity model.
