Natural resources: Definitions, trade patterns and globalization
This section provides a broad overview of the role that trade in natural resources plays in the global economy. It begins with a discussion of definitions and terminology, focusing on key features that distinguish natural resources from other types of traded goods. These features include the exhaustibility of natural resources, the uneven geographical distribution of resource endowments, the presence of externalities in the spillover effects of extraction and use of natural resources, the dominance of the natural resources sector in many national economies, and the high degree of price volatility in this class of goods. A variety of statistical data related to natural resources are presented in order to illustrate the magnitude and direction of global trade flows.
Prix du meilleur article décerné par l’OMC à de jeunes économistes
En 2013, le Prix du meilleur article décerné par l’OMC à de jeunes économistes a été attribué à l’économiste allemand Felix Tintelnot pour son article sur les décisions de localisation et de production des entreprises multinationales. Le jury a en outre attribué une mention spéciale à Benjamin Faber, également de nationalité allemande, pour son article sur le commerce international, le prix de la qualité et l’inégalité.
Quelques tendances et questions commerciales
L’Accord sur les textiles et les vêtements (ATV) est arrivé à expiration le 1er janvier 2005. L’incidence que la levée des restrictions contingentaires pourrait avoir sur la production et le commerce de ces produits a suscité beaucoup d’intérêt, et aussi beaucoup d’inquiétude. Pour la plupart des observateurs, il était évident que la libéralisation accrue ferait des gagnants et des perdants. Il est trop tôt pour dire comment évoluera le marché au-delà de la période relativement brève sur laquelle reposent nos observations; aussi allons-nous examiner ici l’évolution de la structure des échanges depuis la suppression (d’une grande partie) des restrictions quantitatives. Une mise en garde s’impose ici: même s’il ne fait aucun doute que l’expiration de l’ATV a influé sur la structure des échanges observée en 2005, nous n’avons pas élaboré d’approche analytique rigoureuse pour examiner les autres facteurs susceptibles de l’influencer.
Anatomie des accords commerciaux préférentiels
Cette section examine dans quelle mesure les conclusions de la section C au sujet des accords commerciaux préférentiels (ACPr) approfondis et des réseaux de production sont étayées par les données de fait. Celles-ci comprennent un examen du niveau des taux de droits préférentiels et de la portée et du contenu des accords, des données économétriques sur la relation entre les réseaux de production et les ACPr approfondis et l’expérience en matière d’intégration de certains ACPr.

Le commerce des services ne cesse d’évoluer. La technologie et les réformes réglementaires entraînent une transformation fondamentale, en créant une nouvelle demande tout en contribuant à la réduction des coûts du commerce et en offrant de nouvelles possibilités en matière de commerce des services. Sous l’effet des chaînes de valeur mondiales, des évolutions démographiques, de l’augmentation du revenu par habitant dans les marchés émergents et des préoccupations environnementales, la demande de services fournis depuis l’étranger est en hausse. L’évolution des modes, des acteurs et de la composition du commerce des services accroît sa contribution possible à la croissance économique inclusive et au développement, mais elle engendre également un certain nombre de défis auxquels il faut répondre pour réaliser ce potentiel.
Contact with the public
The WTO website received just over 20 million visits in 2015. The site was merged with the WTO members’ website to bring all WTO material into one self-contained area. The WTO expanded its use of social media, almost doubling its number of Twitter followers. An average of 356,000 video clips were watched on the WTO website every month, a significant increase on the previous year. The WTO welcomed 223 visiting groups, up from 216 in 2014. Ninety WTO publications were produced, including a variety of titles to mark the WTO’s 20th anniversary.

The Sixth Trade Policy Review of Mexico covers a period in the world economy marked by very low growth that has significantly affected developed economies and caused a sharp slow-down in the main emerging countries. This has occurred against a backdrop of factors that have generated great uncertainty and a substantial drop in oil prices, high volatility on global financial markets and a period of sluggish growth in some of our main export markets.
Comercio de servicios
En 2009 la labor del Consejo del Comercio de Servicios cobró un nuevo impulso gracias al examen de las nuevas notas deantecedentes elaboradas por la Secretaría de la OMC sobre los sectores de servicios y los modos de suministro. Las notas pretenden reflejar los acontecimientos más importantes, desde una perspectiva comercial, ocurridos en esferas fundamentales durante el último decenio. Siete de esas notas fueron examinadas en 2009 y otras 13 servirán de base para proseguir las deliberaciones en 2010.

Since its WTO accession in April 2012, Montenegro’s small and open import-dependent and servicesorientated economy has been on a fluctuating growth path. Action has been taken through fiscal consolidation and reform measures to address several economic challenges. During the review period, Montenegro’s annual GDP growth ranged from -2.7% (in 2012) to 3.5% (in 2013); its annual average growth rate for the period 2012-16 stood at 1.8%, a slowdown compared to 3.4% over the 2001-11 period. Following a fiscal loosening in 2016, reforms have been under way to spur economic recovery, including a Fiscal Consolidation Plan (December 2016), a Fiscal Consolidation Strategy (June 2017), and a 2017-2019 Economic Reform Programme. Developments in Montenegro’s regional and international competitiveness were affected by productivity-related and other challenges, some of which are being addressed. Whereas consumer price inflation dropped from a peak of 4.1% in 2012 to 1.5% in 2015, including two years of deflation, and averaged 1.4% in the period 2012-2016, the unemployment rate declined progressively but remained relatively high at an average of 18.5%.
Trade and environment
In 2011, the Committee on Trade and Environment continued to pay particular attention to the effect of environmental measures on market access, especially in relation to access to developed country markets, and those situations in which the elimination or reduction of trade restrictions and distortions would benefit the environment, development and trade. Discussions also focused on mutual supportiveness between trade and climate change. The WTO Secretariat prepared a submission to the United Nations Conference on Sustainable Development (Rio+20), including a set of messages on sustainable development and trade that may be pronounced at the Conference, which will take place in Brazil in June 2012.
