Report to the TPRB from the Director-General on Trade-Related Developments (2021)
WTO economies from mid-October 2020 to mid-May 2021 exercised trade policy restraint and refrained from an acceleration of protectionism that would have further harmed a world economy reeling from the COVID-19 pandemic according to the Director-General’s mid-year report on trade-related developments presented to members on 29 July. The report calls on WTO members to ensure that markets remain open and predictable and warns that failing to ensure wider access to COVID-19 vaccines could undermine the global economic and trade recovery.

Overview of Developments in the International Trading Environment - Annual Report by the Director-General (2020)
The Director-General’s latest annual overview of trade-related developments shows a marked slowdown in the number of trade-restrictive and trade-facilitating measures adopted by WTO members related to goods trade over the past year. The report presented at a 11 December meeting of the WTO’s Trade Policy Review Body (TPRB) notes the decrease observed in regular measures between mid-October 2019 and mid-October 2020 was mainly the result of the sharp decline in overall global trade since the COVID-19 outbreak. The document at the same time provides information about the numerous trade-facilitating and support measures introduced by WTO economies in response to the economic downturn caused by the COVID-19 pandemic in order to ensure a solid economic recovery.

While import-restrictive measures introduced by Group of 20 (G20) economies continue to cover a growing share of trade the WTO’s latest biannual monitoring report on trade measures — the first to cover a time period coinciding with the coronavirus pandemic — points to significant moves to facilitate imports including products related to COVID-19. During the mid-October 2019 to mid-May 2020 review period G20 economies implemented 154 new trade and trade-related measures 95 of them import-facilitating and 59 import-restrictive. Of these measures 93 (about 60 per cent) were linked to the COVID-19 pandemic.

Les Profils commerciaux 2020 fournissent une série d’indicateurs clés sur le commerce des marchandises et des services de 197 économies. Concernant le commerce des marchandises les principales exportations et importations de produits agricoles et non agricoles sont répertoriées avec les principales origines et destinations de ces produits. Concernant le commerce des services une ventilation détaillée est donnée pour les services de transport les services relatifs aux voyages et d’autres services commerciaux. La publication contient également des statistiques sur la propriété intellectuelle. Les informations sont disponibles pour tous les Membres de l’OMC et les observateurs et pour certaines autres économies. Par souci de commodité les données pour chaque économie sont présentées sur deux pages ce qui permet d’avoir un aperçu rapide du commerce mondial. La publication est un précieux outil de référence pour tous ceux qui ont besoin de statistiques commerciales de base.

La publicación Perfiles comerciales 2020 presenta una serie de indicadores clave sobre el comercio de mercancías y de servicios de 197 economías. En el caso del comercio de mercancías se indican las principales exportaciones e importaciones de productos agropecuarios y productos no agrícolas así como los principales orígenes y destinos de esos productos. En el caso del comercio de servicios se hace un desglose detallado por servicios de transporte viajes y otros servicios comerciales. La publicación contiene asimismo estadísticas sobre propiedad intelectual. Se ofrece información respecto de todos los Miembros y observadores de la OMC y de otras economías. Los datos de cada economía se presentan en un práctico formato de dos páginas lo que proporciona un panorama sucinto del comercio mundial. Trade Profiles 2020 provides a series of key indicators on trade in goods and services for 197 economies. For merchandise trade major exports and imports are listed for both agricultural and non-agricultural products as well as major origins and destinations for total merchandise trade. For trade in services a detailed breakdown is provided for transport travel and other commercial services. Statistics on intellectual property are also provided. The information is available for all WTO members and observers and for other selected economies. For each economy the data is presented in a handy two-page format providing a concise overview of global trade. The publication is an invaluable reference tool for anyone looking for essential trade statistics.

Overview of Developments in the International Trading Environment - Annual Report by the Director-General (2019)
The Director-General’s annual overview of trade-related developments discussed on 12 December at a meeting of the Trade Policy Review Body shows that trade restrictions by WTO members continue at historically high levels. Between mid-October 2018 and mid-October 2019 the trade coverage of import-restrictive measures implemented by members was estimated at USD 747 billion. This is the highest trade coverage recorded since October 2012 and represents an increase of 27% compared to the figure recorded in the previous annual overview (USD 588 billion). The report notes that new trade restrictions and increasing trade tensions added to the uncertainty surrounding international trade and the world economy.
Report on G20 Trade Measures (2019)
The WTO’s new Trade Monitoring Report issued on 21 November shows that G20 economies from mid-May to mid-October 2019 introduced import-restrictive measures covering an estimated USD 460.4 billion worth of traded merchandise. This represents a 37% increase over the previous period going back to mid-October 2018 and is second only to the USD 480.9 billion coverage of import-restricting measures reported between mid-May and mid-October 2018. The report notes that with restrictions accumulating over time the share of global trade covered by such measures has soared. WTO Director-General Roberto Azevêdo called on G20 economies to de-escalate trade tensions to spur investment growth and job creation.
Informe sobre el Comercio Mundial 2019
Los servicios se han convertido en el componente más dinámico del comercio mundial y desempeñan un papel cada vez más importante en la economía mundial y en la vida cotidiana. Sin embargo no siempre se valora plenamente su grado de contribución al comercio mundial. El Informe sobre el comercio mundial 2019 trata de colmar esta laguna utilizando un nuevo conjunto de datos elaborado por la OMC que tiene en cuenta las distintas formas de suministrar servicios a través de las fronteras. En el Informe se examina la evolución del comercio de servicios en los últimos años y el porqué de su importancia. Asimismo se analizan las principales tendencias que afectan al comercio de servicios en particular los cambios demográficos las tecnologías digitales el aumento de la renta y el cambio climático. También se ofrecen estimaciones sobre la posible evolución del comercio de servicios en los próximos 20 años y las perspectivas de una mayor cooperación internacional en las políticas relativas al comercio de servicios. El Informe muestra que los costos del comercio son más elevados para los servicios que para las mercancías si bien están disminuyendo como consecuencia de las tecnologías digitales. Se espera que esa reducción de los costos del comercio aumente la participación de los servicios en el comercio mundial y contribuya a un crecimiento y un desarrollo más inclusivos. Les services sont devenus la composante la plus dynamique du commerce mondial et jouent un rôle de plus en plus important dans l’économie mondiale et dans la vie quotidienne. Pourtant l’importance de la contribution des services au commerce mondial n’est pas toujours bien comprise. Le Rapport sur le commerce mondial 2019 tente d’y remédier en utilisant un nouvel ensemble de données élaboré par l’OMC qui prend en compte les différentes façons dont les services sont fournis à travers les frontières. Le Rapport examine la manière dont le commerce des services a évolué ces dernières années et se penche sur la question de savoir pourquoi le commerce des services compte. Les grandes tendances qui influent sur le commerce des services y compris l’évolution démographique les technologies numériques la hausse des revenus et le changement climatique sont examinées. Le Rapport donne aussi des estimations concernant l’évolution possible du commerce des services au cours des 20 prochaines années et les perspectives en matière de renforcement de la coopération internationale dans le domaine des politiques relatives au commerce des services. Le Rapport constate que les coûts du commerce des services sont plus élevés que ceux du commerce des marchandises mais qu’ils diminuent en grande partie sous l’effet des technologies numériques. Il montre en quoi la baisse des coûts du commerce devrait accroître la part des services dans le commerce mondial et en quoi cela pourrait contribuer à une croissance et un développement plus inclusifs. Pour que les économies puissent tirer parti du rôle croissant joué par le commerce des services la coopération internationale devra s’intensifier.
