Trade Policy Review: Mexico 2008
“Trade Policy Reviews” analyse the trade policies and practices of each member of the WTO. The reviews consist of three parts: an independent report by the WTO Secretariat, a report by the government, and the concluding remarks by the Chair of the WTO’s Trade Policy Review Body. The opening section - “key trade facts” - provides a visual overview of the WTO member’s major exports/imports, main export destinations, origins for its imports and other key data. This edition looks into the trade practices of Mexico.

Examen de las políticas comerciales: México 2022
En los “Exámenes de las Políticas Comerciales” se analizan las políticas y prácticas comerciales de cada Miembro de la OMC. Los exámenes constan de tres partes: un informe independiente elaborado por la Secretaría de la OMC, un informe elaborado por el Gobierno, y las observaciones a modo de conclusión formuladas por el Presidente del Órgano de Examen de las Políticas Comerciales de la OMC. En la sección inicial -“principales datos sobre el comercio”- se ofrece un resumen gráfico de las principales exportaciones/importaciones, los principales destinos de exportación, los orígenes de las importaciones y otros datos importantes del Miembro de la OMC. En esta edición se examinan las prácticas comerciales de México.
Report by the WTO Secretariat
Mexico’s economic growth accelerated over the period 2012-2016: GDP grew at an annual average rate of 2.5%, higher than the 1.4% recorded over the period 2007-2011, while per capita GDP rose to approximately US$10,000. Economic growth has been driven both by stronger domestic demand and increased exports of manufactures to the United States. Inflation remained under control, within a range of 2% to 4% annually, corresponding to the fluctuation band determined by the Bank of Mexico.
Introduction
The Trade Policy Review Mechanism (TPRM) was first established on a trial basis by the GATT contracting parties in April 1989. The Mechanism became a permanent feature of the World Trade Organization under the Marrakesh Agreement which established the WTO in January 1995.

Durante el periodo 2012-2016, el crecimiento económico en México se aceleró: el PIB se expandió a una tasa promedio anual del 2,5%, superior al 1,4% registrado en el periodo 2007-2011. El PIB per cápita llegó a aproximadamente 10.000 dólares EE.UU. El crecimiento económico se ha sustentado tanto en el fortalecimiento de la demanda interna como en el aumento de las exportaciones de bienes manufacturados a los Estados Unidos. La inflación se ha mantenido bajo control, dentro de un rango de entre 2% y 4% anual, que corresponde a la banda de fluctuación fijada por el Banco de México.

In the last quarter of a century, trade policy in Mexico has undergone dramatic changes. After more than three decades dominated by an import substitution industrialization (ISI) strategy based on high trade barriers to protect the domestic market, in the early 1980s Mexico launched an ambitious process of trade liberalization. The levels of protection were reduced, first unilaterally, as part of the process of economic reform, and subsequently, through the negotiation of bilateral and regional preferential trade agreements (PTAs) with countries in North America, South America, Europe and Asia.

The Sixth Trade Policy Review of Mexico covers a period in the world economy marked by very low growth that has significantly affected developed economies and caused a sharp slow-down in the main emerging countries. This has occurred against a backdrop of factors that have generated great uncertainty and a substantial drop in oil prices, high volatility on global financial markets and a period of sluggish growth in some of our main export markets.

Durante el periodo del Sexto Examen de las Políticas Comerciales de México, la economía mundial se ha caracterizado por un crecimiento muy limitado, con importantes impactos en las economías desarrolladas y una desaceleración significativa en los principales países emergentes. Estos desempeños se han enmarcado por factores que han generado gran incertidumbre, resultando en una baja considerable de los precios del petróleo1, una gran volatilidad de los mercados financieros globales y un periodo de bajo crecimiento en algunos de nuestros principales mercados de exportación.
