“Les examens des politiques commerciales” analysent les politiques et pratiques commerciales de chaque Membre de l'OMC. Les examens comprennent trois grandes parties: un rapport indépendant établi par le Secrétariat de l'OMC un rapport établi par le gouvernement et les remarques finales formulées par le Président de l'Organe d'examen des politiques commerciales de l'OMC. La première section - “Principales données sur le commerce” - donne un aperçu visuel des principales exportations/importations du Membre de l'OMC considéré des principales destinations de ses exportations des origines de ses importations et d'autres données clés. La présente édition examine les pratiques commerciales de la Mauritanie.

The Islamic Republic of Mauritania is situated in north-west Africa covering an area of 1031000 km2 - four fifths of which are desert - and has a population of 3.2 million. Population density is around three inhabitants per square kilometre. The annual rate of demographic growth is approximately 3 per cent life expectancy is 56.6 years and the literacy rate among adults (over 15 years old) is 55.8 per cent.

This joint review of Guinea and Mauritania has allowed us to better understand their recent trade developments and the challenges they face. Our discussions have benefited from the participation of the Honourable Mr Mohamed Dorval Doumbouya (Minister of Commerce) head of the delegation of Guinea; and H.E. Mr Cheikh Ahmed Ould Zahaf (Ambassador) head of the delegation of Mauritania. I am also grateful to H.E. Since its second Trade Policy Review (TPR) in 2011 Mauritania has experienced five years of steady economic growth at 5-6% per year driven by the high world prices for its main export products (chiefly iron ore) and massive public investment in the new airport the extension of the port of Nouakchott and road infrastructure. Average per capita income continued its steep rise reaching close to US$1500 in 2014. However unequal distribution of the country’s wealth has meant that there has been no significant impact on the overall level of poverty among its population of 4.3 million. According to the United Nations Mauritania remains a least developed country with low human development indices.

This second joint review of Guinea and Mauritania the fourth for Guinea and the third for Mauritania has enabled us to assess the changes in their trade policies and practices and the effects thereof on their economies since 2011. Our discussions have benefited from the participation of H.E. Ms Naha Mint Hamdi Ould Mouknass Minister for Trade Industry and Tourism and head of the delegation of Mauritania and Ms Fanta Cisse Secretary General of the Ministry of Trade and head of the delegation of Guinea. I am also grateful to H.E. Mr Alberto Sanz for his contribution as the discussant and to the Members for their commitment to this review.

Depuis le second Examen de sa politique commerciale (EPC) en 2011 la Mauritanie a connu cinq années de croissance économique soutenue de 5-6% par an tirée par les niveaux élevés des prix mondiaux de ses principaux produits d’exportation (principalement le minerai de fer) et l’investissement public massif dans un nouvel aéroport l’extension du port de Nouakchott et les infrastructures routières. Le revenu moyen par habitant a continué à augmenter fortement pour atteindre près de 1 500 dollars EU en 2014. Cependant du fait des inégalités dans la distribution des richesses nationales cette croissance a été sans impact notable sur le niveau global de pauvreté de sa population de 43 millions d’habitants. Selon les Nations unies la Mauritanie demeure parmi les pays les moins avancés à développement humain faible.

The Islamic Republic of Mauritania is a vast country measuring 1031000 km2 at the crossroads of North Africa and sub-Saharan Africa. Its territory is 80% desert and sparsely populated at around three inhabitants per square kilometre with a total population numbering around 4 million (2013). The census-tocensus growth rate is 2.77% (1988-2013); the annual rate of demographic growth is approximately 3%; life expectancy is 56.6 years; and the literacy rate among adults (those over 15 years old) is 55.8%.

Ce second examen conjoint de la Guinée et de la Mauritanie le quatrième pour la Guinée et le troisième pour la Mauritanie nous a permis d’évaluer les changements dans leurs politiques et pratiques commerciales et leurs effets sur leurs économies depuis 2011. Nos discussions ont bénéficié de la participation de S.E. Since military power ended in 2009 Mauritania has declared that it is decisively committed to better governance which should help to reinforce its economic growth. Despite the difficult socio-political context marked by several coups d’état since the previous Review of its Trade Policy (TPR) in 2002 economic growth surged ahead after crude oil gold and copper started to be exported in 2006. Per capita income almost doubled between 2004 and 2009 reaching close to US$945 although this has not had any noticeable impact on the human development index and Mauritania remains a least developed country.

Le Mécanisme d’examen des politiques commerciales (MEPC) a été établi à titre expérimental par les parties contractantes du GATT en avril 1989. Il est devenu un élément permanent de l’Organisation mondiale du commerce en vertu de l’Accord de Marrakech qui a institué cette organisation en janvier 1995.

La République islamique de Mauritanie est un vaste pays au carrefour de l’Afrique du Nord et l’Afrique sub-saharienne d’une superficie de 1 031 000 km2 aux quatre cinquièmes désertiques à faible densité d’environ 3 habitants/km2 avec une population de près de 4 millions d’habitants (2013) et un taux d’accroissement intercensitaire de 277% (1988 – 2013). Le taux annuel de croissance démographique est approximativement de 3% l’espérance de vie se situe à 566 ans et le taux d’alphabétisation des adultes (âgés de plus de 15 ans) est de 558%.

The Trade Policy Review Mechanism (TPRM) was first established on a trial basis by the GATT CONTRACTING PARTIES in April 1989. The Mechanism became a permanent feature of the World Trade Organization under the Marrakesh Agreement which established the WTO in January 1995.
