15 Years of the Information Technology Agreement
Trade, Innovation and Global Production Networks
Plus MoinsThe Information and Technology Agreement (ITA) was finalized at the first WTO Ministerial Conference, in Singapore, in 1996, committing its participants to completely eliminate duties on certain information technology products. In its 15 years, the ITA has promoted affordable access to a wide range of technologies, encouraging closer cooperation between developed and developing countries. As production networks become increasingly global, the ITA will continue to facilitate the shift from products made in a specific country to “made in the world”. To mark the 15th anniversary of the ITA, this publication charts the political and technical obstacles which were overcome during the creation of the Agreement and the issues which still need to be resolved. It details the establishment of the ITA Committee and how the Agreement is implemented, and investigates the impact the ITA has had on trade liberalization and innovation. The publication also examines the effect information technology has had on global production networks and what this means for developing countries and the ITA.

20 Years of the Information Technology Agreement
Boosting Trade, Innovation and Digital Connectivity
Plus MoinsOver the past 20 years, the Information Technology Agreement (ITA) has increased worldwide access to high-tech goods, such as computers, mobile phones and semiconductors. It has also contributed to greater access to the Internet and the growth of the digital economy, creating new opportunities for businesses and individuals in both developed and developing economies. Finalized at the first WTO Ministerial Conference in 1996, the ITA commits its participants to eliminating tariffs on a wide range of IT products with an annual value of approximately US$ 1.7 trillion. To mark the 20th anniversary of the ITA, this publication analyses the impact of the ITA on its participants and on worldwide trade in IT products. It demonstrates how the Agreement has not only made high-tech products more affordable but has also helped to promote innovation and to support developing economies’ integration into global production networks. The publication also reviews new developments, such as the landmark deal concluded in 2015 to eliminate tariffs on an additional 201 IT products valued at over $1.3 trillion per year. Finally, it highlights what still needs to be done to meet the UN’s Sustainable Development Goal of providing universal and affordable access to the Internet so that the benefits of the digital revolution can be enjoyed by all.

A Handbook on Accession to the WTO

The WTO Agreement, which came into force on 1 January, 1995, provides few details on how this process is to take place. Consequently, the steps in the detailed negotiations leading up to access have evolved through the actual negotiations for governments which have become Members of the WTO since 1995. This handbook is unique in providing an account of how the process evolved and in offering details on the process as it is now applied. Moreover, the input of the WTO Secretariat into the preparation of the guide provides information not available until now to anyone outside the Secretariat. The Secretariat has supported production of this handbook in the hope it will serve as a useful source of reference for officials from acceding governments, WTO Members, academia, and the general public.

Accelerating Trade Digitalization to Support MSME Financing
Plus MoinsFor many micro, small and medium-sized enterprises (MSMEs) around the world today, access to financing can mean the difference between prosperity and bankruptcy. Working to identify, understand, and ultimately overcome the challenges that MSMEs face in their quest for acquiring financing will help to ensure that the next great technological idea does not cease to exist before it has a chance to change the world. This publication seeks to identify some of the most pressing of these challenges, understand them, and explore the potential application of digital technologies to mitigating their impact. To that end, the authors conducted interviews and surveys with experts in the field of MSME financing, including, in some cases, trade financing, to shed light on these issues and explore the ways in which technology can be used. This publication begins by examining some of the challenges that have been identified as impacting MSME financing, as well as the role that the COVID-19 pandemic has had in moulding the landscape. Next, it moves on to examining key digital technologies, their potential benefit to the industry – in particular to MSME financing – a selection of case studies and of companies utilizing these technologies, the adoption challenges they face, and recommendations for overcoming these challenges. The technologies in question include cloud computing, optical character recognition, the Internet of Things, big data analytics, artificial intelligence, quantum computing, distributed ledger technology and application programming interfaces.

Atténuer les goulets d'étranglement d'ordre commercial dans les pays en développement sans littoral
Plus MoinsSans accès direct à la mer ou aux océans et isolés des plus grands marchés du monde, les pays en développement sans littoral (PDSL) rencontrent de nombreuses difficultés pour s'intégrer dans les chaînes d'approvisionnement mondiales. Ce rapport recense les goulets d'étranglement commerciaux spécifiques qui existent dans les PDSL et qui accroissent les coûts de l'activité commerciale, allongent les délais de traitement des marchandises aux frontières et limitent la circulation transfrontières des marchandises. Voyant leur situation aggravée par les effets dévastateurs de la pandémie de COVID-19, les PDSL ont enregistré une baisse plus marquée des échanges, et pendant plus longtemps que le reste du monde. Ce rapport montre le rôle vital que peut jouer l'Accord sur la facilitation des échanges (AFE) pour stimuler la production et faciliter le commerce mondial en simplifiant, en modernisant et en harmonisant les procédures pour la circulation, la mainlevée et le dédouanement des marchandises. La participation à l'AFE peut accroître les possibilités des pays en développement – et en particulier les PDSL – de participer plus pleinement aux chaînes de valeur mondiales. Beyond Six Digits: Automated Tariff Line HS Transposition Using Natural Language Processing
Plus MoinsThis paper explores the application of Natural Language Processing (NLP) techniques to automate Harmonized System (HS) tariff line transposition, employing a three-stage process: unique 1:1 tariff code matching (Round 1), exact description matching (Round 2), and “smart” description matching (Round 3) using Artificial Intelligence (AI) and lexical similarity methods paired with harmonized 6-digit concordance and cosine similarity. Similarity is calculated using either Term Frequency Inverse Document Frequency (TF-IDF) vectors or Sentence-BERT (SBERT) embeddings, comparing two scenarios: a straightforward case (Economy A) with standardized descriptions, and a complex case (Economy B), with more detailed technical descriptions.

Where Do We Stand?
Plus MoinsThe COVID-19 pandemic has accelerated digitalization in all sectors, including international trade, which remains hindered by inefficient paper-intensive processes. Of particular interest for trade digitalization are projects leveraging distributed ledger technology (DLT) – commonly referred to as Blockchain. The tamper-proof and decentralized nature of DLT makes it useful for breaking the silos that constrain international trade. Many projects that were at an exploratory stage when the first “Blockchain and DLT in Trade” publication was launched in November 2019 have matured and reached the production stage. This publication looks at the current situation. The publication updates the original “periodic table” of DLT projects in trade launched in November 2019 by the International Chamber of Commerce, the WTO and Trade Finance Global, a trade finance platform, at the WTO Global Trade and Blockchain Forum. The periodic table provides a means of differentiating between the countless initiatives, projects, consortia and companies operating in the broad space that can be described by “DLT in trade”. While no simplified diagram of the landscape can encapsulate the minutiae of each project, the table provides a starting point for understanding and analyzing the industry. This publication maps 44 projects related to trade finance, insurance, know your customer, shipping/logistics and supply chain, digitalization of trade documents and trade processes as well as other projects, such as marketplaces, and assesses their level of maturity. A new section on standardization initiatives provides an overview of projects that work towards creating digital standards relevant for trade to drive digital interoperability. The report also showcases the results of a supplementary survey analyzing the impact of the COVID-19 pandemic on the projects featured.

Boosting trade opportunities for least-developed countries
Plus MoinsThis report looks at progress over the past decade in supporting the integration of least-developed countries (LDCs) into the multilateral trading system. Prepared as the WTO's contribution to the 5th United Nations Conference on the Least Developed Countries (LDC5), the report highlights that international efforts to help LDCs increase their participation in global trade are needed more than ever before in view of the enormous challenges posed by the COVID-19 pandemic. Important progress has been achieved in boosting LDC exports over the last decade by improving market access opportunities for LDCs and by granting them flexibilities in the implementation of WTO rules. Further efforts will be needed to support trade growth in LDCs in the next decade. LDC5 can set a path for allowing LDCs to fully realize their trade potential and to take advantage of emerging opportunities. The integration of LDCs into global trade is still a priority as trade can play an important role in driving economic growth and supporting sustainable development.

Easing Trade Bottlenecks of Landlocked Developing Countries
Plus MoinsWithout direct access to a sea or ocean and isolated from the world’s largest markets, landlocked developing countries (LLDCs) face many challenges to integrate into global supply chains. This report identifies specific trade bottlenecks in LLDCs, which have increased trading costs, lengthened the time to process goods at the border and restricted the movement of goods across borders. Compounded by the devastating effect of the COVID-19 pandemic, LLDCs have seen trade decline more sharply and for longer than the rest of the world. The report demonstrates the vital role the WTO Trade Facilitation Agreement (TFA) can play in boosting output and facilitating world trade by simplifying, modernizing and harmonizing the movement, release and clearance of goods. Participation in the TFA can broaden the opportunities for developing countries – and LLDCs in particular – to participate more fully in global value chains. The report concludes with recommendations on the steps that LLDCs, neighbouring transit countries and international organizations can undertake to ease trade bottlenecks to keep trade flowing smoothly and to make trade more inclusive.

Economic Implications of Data Regulation

Plus MoinsCross‑border data flows are the lifeblood of today’s social and economic interactions, but they also raise a range of new challenges, including for privacy and data protection, national security, cybersecurity, digital protectionism and regulatory reach. This has led to a surge in regulation conditioning (or prohibiting) its flow or mandating that data be stored or processed domestically (data localisation). However, the economic implications of these measures are not well understood. This report provides estimates on what is at stake, highlighting that full fragmentation could reduce global GDP by 4.5%. It also underscores the benefits associated with open regimes with safeguards which could see global GDP increase by 1.7%. In a world where digital fragmentation is growing, global discussions on these issues can help harness the benefits of an open and safeguarded internet.

Mantener abiertos los mercados es de vital importancia para velar por que todos los países puedan beneficiarse de la energía solar fotovoltaica, que constituye un pilar del sistema energético sostenible de baja emisión de carbono necesario para contribuir al logro de los objetivos del Acuerdo de París y alcanzar los Objetivos de Desarrollo Sostenible de las Naciones Unidas. En el presente informe de la Organización Mundial del Comercio (OMC) y la Agencia Internacional de Energías Renovables (IRENA) se analiza la manera en que las políticas comerciales abiertas, transparentes e inclusivas pueden facilitar la reducción de los costos, el despliegue de componentes y la creación de empleo en el sector de la energía solar fotovoltaica, fortaleciendo la infraestructura crítica necesaria para combatir la pandemia de COVID-19 y respaldando las labores de reconstrucción de la economía mundial. En el informe se examina la necesidad de que los países desarrollen una infraestructura de la calidad robusta para promover el comercio seguro de bienes y servicios solares FV. De ese modo se reduciría el riesgo de que entren en la cadena de valor productos no fiables y garantizaría estabilidad a los inversores y a otros participantes en esa cadena. En el informe también se examina la necesidad de intensificar la cooperación internacional y se señala de qué manera la IRENA y la OMC pueden apoyar los esfuerzos encaminados a promover un mercado mundial seguro e inclusivo para la energía solar FV mediante el uso eficaz de la infraestructura de la calidad.
