Report on G20 Trade Measures (2018)
Mid-May to Mid-October 2018The WTO’s 20th monitoring report on Group of 20 (G20) trade measures issued on 22 November shows that the amount of trade covered by new import-restrictive measures hit a new high during the current reporting period. The estimated US$ 481 billion in trade coverage of these new measures imposed by G20 economies from mid-May to mid-October 2018 is more than six times larger than that recorded in the previous reporting period and the largest since this measure was first calculated in 2012. The report also shows that the trade coverage of new import-facilitating measures (US$ 216 billion) rose significantly during this period but is less than half that of trade-restrictive measures. WTO Director-General Roberto Azevêdo warned the report’s findings constitute a source of serious concern and called for immediate action to de-escalate the situation.

Report on G20 Trade Measures
Mid-October 2018 to mid-May 2019The WTO’s 21st Monitoring Report on G20 trade measures issued on 24 June shows that the trade coverage of new import-restrictive measures introduced during the period (October 2018 to May 2019) was more than 3.5 times the average since May 2012 when the report started including trade coverage figures. The report found that trade coverage of USD 335.9 billion during the period is the second highest figure on record, after the USD 480.9 billion reported in the previous period. Together, these two periods represent a dramatic spike in the trade coverage of import-restrictive measures, leading WTO Director-General Roberto Azevêdo to call on G20 economies to work together urgently to ease trade tensions.

Report on G20 Trade Measures (2019)
Mid-May to Mid-October 2019The WTO’s new Trade Monitoring Report issued on 21 November shows that G20 economies from mid-May to mid-October 2019 introduced import-restrictive measures covering an estimated USD 460.4 billion worth of traded merchandise. This represents a 37% increase over the previous period going back to mid-October 2018, and is second only to the USD 480.9 billion coverage of import-restricting measures reported between mid-May and mid-October 2018. World Trade Report 2020
Government Policies to Promote Innovation in the Digital AgeIn the digital age, a growing number of governments have adopted policies aimed at boosting growth through innovation and technological upgrading. The World Trade Report 2020 looks at these trends and at how trade and the WTO fit with them. A defining feature of government policies adopted in recent years has been their support of the transition towards a digital economy. Trade and trade policies have historically been important engines for innovation. In particular, the multilateral trading system has contributed significantly to the global diffusion of innovation and technology by fostering predictable global market conditions and by underpinning the development of global value chains. As data become an essential input in the digital economy, firms rely more on intangible assets than on physical ones, and digital firms are able to reach global markets faster without the amount of physical investment previously necessary in other sectors. Success in the digital economy will depend on openness, access to information and communication technology (ICT) goods and services, collaboration on research projects, and the diffusion of knowledge and new technology. The World Trade Report 2020 shows that there is a significant role for international cooperation to make the pursuit of digital development and technological innovation more effective, while minimizing negative spill-overs from national policies. The WTO agreements, reached a quarter of a century ago, have proved to be remarkably forwardlooking in providing a framework that has favoured the development of ICT-enabled economies across all levels of development. Further international cooperation at the WTO and elsewhere would enable continued innovation and reduce trade tensions to help international markets function more predictably.

Overview of Developments in the International Trading Environment - Annual Report by the Director-General (2010)
November 2009 to Mid-October 2010Lamy cites need for “increased vigilance” to three potential dangers facing world trade: Director-General Pascal Lamy, in his annual report to WTO members on developments in the international trading environment, published on 24 November 2010, called for increased vigilance by members to three potential dangers, the first regarding “an increase in protectionist pressures generated by global imbalances, at a time when the political consensus in favour of open trade and investment is already under strain from stubbornly high levels of unemployment in many countries”. He also cited “the danger of a steady accumulation over time of measures that restrict or distort trade and investment” and “the challenge of managing the trade and investment impacts of stimulus and bail-out measures taken in response to the crisis”.

Report on G20 Trade Measures (2011)
Mid-October 2010 to April 2011Protectionist pressures on the rise, latest G20 monitoring report says: G20 governments have introduced more trade barriers, including export restrictions, in the past six months than in previous periods since the financial crisis began, according to the monitoring report by the World Trade Organization, the Organisation for Economic Co-operation and Development and the UN Conference on Trade and Development released on 24 May 2011. Although measures to lower trade barriers are also accelerating, new import restrictive measures taken by G20 economies over the period October 2010 to April 2011 cover around 0.6% of total G20 imports which is also an increase over the previous six months (0.3%). Export restrictions are also on the rise. This adds to the cumulative total of world trade affected by new restrictions since the crisis began. Despite the positive forecasts for 2011, the outlook for world trade remains clouded by a number of significant risk factors in addition to the recent natural disasters in Japan. Sovereign debt problems, rising prices for food and other primary commodities, and unrest in major oil exporting countries generate uncertainties for the near future.
