GATT disputes: 1948-1995 (Volume 1) provides verified and factual information on disputes brought by contracting parties to the General Agreement on Tariffs and Trade (GATT) from 1948 to 1995 when the GATT was superseded by the World Trade Organization (WTO). The publication provides a comprehensive overview of dispute settlement activities under the GATT 1947 and a one-page case summary for each of the 316 GATT disputes brought by contracting parties during this period. Volume 2 of this publication covers GATT dispute settlement procedures. The two volumes offer insights into the evolution of dispute settlement under the GATT 1947 which served as the foundation for the Dispute Settlement Understanding created by the Marrakesh Agreement Establishing the WTO.

Annual Report 2018
The WTO’s Annual Report 2018 provides a comprehensive account of the organization’s activities in 2017 and early 2018. The Report opens with a message from Director-General Roberto Azevêdo and a brief overview of the year. This is followed by more in-depth accounts of the WTO’s various areas of activity over the past 12 months. The Report also includes “spotlights” highlighting major WTO events and activities including the 11th WTO Ministerial Conference held in Buenos Aires.

Annual reports on the work of the Appellate Body and its Secretariat have been issued since 2003. These reports contain information about the composition of the Appellate Body the appeals filed and the Appellate Body reports circulated during the period covered as well as technical assistance and other developments. The annual reports also provide up-to-date information on a range of topics relating to appellate proceedings including the subject matter of disputes and procedural issues raised in appeals as well as statistics on the WTO agreements addressed the percentage of panel reports appealed and the participation of WTO Members in appeals. It also contains key speeches delivered by AB Members during the covered period.
The WTO Agreements
This publication contains the text of the WTO’s founding agreement the 1994 Marrakesh Agreement Establishing the World Trade Organization and its Annexes including all amendments and additions since its entry into force until September 2017. These include an amendment to the WTO’s intellectual property agreement (TRIPS Agreement) aimed at improving developing countries’ access to medicines the WTO’s Trade Facilitation Agreement which entered into force in February 2017 an amendment adopted in July 2017 to extend the frequency of peer review periods under the Trade Policy Review Mechanism as of 2019 and the amended Government Procurement Agreement. This publication updates and replaces The Legal Texts: The Results of the Uruguay Round of Multilateral Trade Negotiations which was first printed in 1994.

La presente publicación contiene el texto del acuerdo fundacional de la OMC el Acuerdo de Marrakech por el que se establece la Organización Mundial del Comercio de 1994 y sus Anexos con inclusión de todas las modificaciones y adiciones desde su entrada en vigor hasta septiembre de 2017. Entre ellas se encuentran una enmienda del acuerdo de la OMC sobre propiedad intelectual (Acuerdo sobre los ADPIC) destinada a mejorar el acceso de los países en desarrollo a los medicamentos el Acuerdo sobre Facilitación del Comercio de la OMC que entró en vigor en febrero de 2017 además de una enmienda adoptada en 2017 para ampliar los plazos entre los exámenes por homólogos realizados en el marco del Mecanismo de Examen de las Políticas Comerciales a partir de 2019 y el Acuerdo sobre Contratación Pública revisado. WTO Accessions
Since the WTO was established in 1995 33 economies have joined the organization. This has resulted in over 20000 pages of legal documents defining their specific terms of membership. These accessions have brought the WTO’s total membership to 161 economies comprising more than 7 billion people and accounting for 98 per cent of world trade. Status of WTO Legal Instruments
Status of WTO Legal Instruments covers the legal instruments drawn up by WTO members in relation to the Marrakesh Agreement Establishing the World Trade Organization and the plurilateral trade agreements annexed to that Agreement. For each legal instrument information is provided regarding signature acceptance ratification accession and entry into force. The relevant final clauses of each instrument are also included. The cut-off point for information in this publication is end-April 2015.
Technical Barriers to Trade
WTO members have notified over 25000 draft regulatory measures to the Technical Barriers to Trade (TBT) Committee over the past 20 years covering imports ranging from food to medical devices. Over 470 of these measures have undergone detailed scrutiny by WTO members in the TBT Committee. But only a handful of these issues have resulted in formal disputes proving the effectiveness of the committee process. WTO Dispute Settlement
Over the past 20 years nearly 500 disputes have been brought to the WTO. About half of these were resolved during bilateral discussions while the other half proceeded to a panel process which in recent years generally takes about 14 months. Appeals are considered by the WTO’s Appellate Body and – excluding exceptionally busy periods – are completed within three months. This makes the WTO’s dispute system one of the fastest in the world. Training and Technical Assistance
Over 14700 participants from developing countries benefited from WTO training courses and distance learning programmes in 2014. Trade Facilitation Agreement
The Trade Facilitation Agreement is the first multilateral trade agreement to be concluded since the WTO was established 20 years ago. Once it enters into force the Agreement is expected to reduce total trade costs by more than 14 per cent for low-income countries and more than 13 per cent for upper middle-income countries by streamlining the flow of trade across borders.
